Dr. Naeem shared his opinions about the future of the Afghanistan and recent situation in the Afghan peace talks.
- Dr. Muhammad Naeem, first of all, thank you for accepting our interview request.
Nearly for 10 years, you are working in the Political Office of the Taliban Movement. Can you describe us the Taliban's post-2001 political strategy?
Muhammad Naeem: The policy of the Islamic Emirate of Afghanistan is based on two principles: Islamic principles and the national interests of the country and the nation. The Islamic Emirate's approach to solving problems has always been based on dialogue. Amir al Muminin Mullah Mohammad Omar Mujahid (may God have mercy on him) had taken the position that we want to resolve issues through dialogue. Of course, if someone using force and do not want to speak, so we will defend our people and country in every legitimate way.
The Islamic Emirate opened its Qatar office in 2013, for dialogue and political solution.
The Islamic Emirate of Afghanistan has shown in practice that it believes in resolving problems through dialogue. We have reached an agreement with the foreigners, now we are negotiating with the internal sides. Our hope is that as a result of these negotiations, an Islamic, independent and inclusive Afghan system will emerge.
- Intra Afghan talks started on 12th of September in Qatar and it's continue. How is the recent situation at this talks?
Muhammad Naeem: Intra-Afghan negotiations have begun under the Qatar Agreement. We have recently reached an agreement on a modus-operandi for the negotiations and this is a good achievement. Because, it is the first time the Afghans reached an intra-agreement without any foreign involvement. We hope that in the next rounds we will have good results as well.
- There is a continual war environment in Afghanistan from 1970's. According to you, what is the reason for the continuation of the war?
Muhammad Naeem: If we answer your question in brief, we can say that foreign intervention in Afghanistan has always led to the continuation of the war. Afghans are freedom-loving people, therefore they have always sacrificed tirelessly for independence and won their freedom.
- Kabul government officials are continue to making accusive statements against the Taliban despite of ongoing talks. Besides from that, Kabul government groups (like Ashraf Ghani and his circles, supporters of the Jamiat-e Islami, supporters of Abdurrashid Dostum) are making contradictory statements. Is that situation affecting the talks in Qatar?
Muhammad Naeem: Of course, there are figures-sides who are against the independence and freedom of the Afghan people. They do not want the talks to go smoothly.
The Islamic Emirate has always insisted that the talks should not be used as propaganda in the media, as it would cause concern to the people and the world, and would not benefit anyone.
- Especially the warlords in the Northern Afghanistan like Dostum saying that war against the Taliban will continue even if the US withdraw from the Afghanistan. What do you think about Dostum's statements? Are there a possibility of re-emerging the groups like Northern Alliance and erupting a civil war?
Muhammad Naeem: Some words and figures are not worth mentioning at all. The priority of the Islamic Emirate is to create an inclusive and mutually acceptable Islamic and independent system in Afghanistan through Intra-Afghan talks and negotiations. According to our view, this should be the priority of all parties at the moment and we must work towards this goal.
And, if the war against the Islamic Emirate had worked, it would have worked for twenty years with the participation of troops from about fifty countries and some of which now are still wage war.
- Besides the ongoing talks in the Qatar, clashes are still ongoing across Afghanistan. And civilians are affecting from this clashes. Especially in the recent days, dozens of civilians are killed in the Kabul Government's attacks in the various provinces. Nevertheless, Kabul Government are bringing forward the ceasefire offer continuously. What do you think about these offers and a possible ceasefire?
Muhammad Naeem: Certainly tens of thousands of civilians have been martyred in bombings, raids, drone strikes, and face-to-face battles by foreign troops and Kabul administration forces over the past 20 years.
Most of the civilian casualties are still caused by these forces and they are supported by foreigners.
The infliction of civilian casualties by the opposition side is one of the main reasons for the Afghan people to rise up and resist the occupation and the Kabul administration, and to force the Afghan people to defend themselves.
We must say that the war has its problems, but the responsibility for the civilian casualties lies with those who have occupied our country and those who are standing by them.
The Kabul administration is using the issue of ceasefire as propaganda to divert attention from its incompetence and powerlessness under the shadow of occupation.
The issue of ceasefire is on the agenda of Intra-Afghan negotiations as agreed in the agreement with the United States.
- Recently, there was multiple attacks against civilians across Afghanistan. Who are conducting these attacks and what the Taliban thinks about this fact?
Muhammad Naeem: Attacks on civilians and inflicting casualties on them is unfortunate.
If you notice that the responsibility of the security of Kabul handed to ARG (Presidency) from Ministry of Interior, intelligence attacks are increased, especially in Kabul. Such as the attack on Kabul University, the attack on the Kawthar Course, destruction of Kabul by double rocket attacks, the killing and intimidation of journalists and civil society activists... All of which show that the ruling party in Kabul is not hesitate to do anything to staying in power in Afghanistan.
The Islamic Emirate strongly condemns the killing of civilians, and always strives to protect the lives, honor and property of its people.
- According to your statement, the Taliban are controlling vast territories in the Afghanistan. If the Taliban come to power after the peace talks, how will the way of governance of the Taliban? How will be your local, regional and global policy?
Muhammad Naeem: We are the foremost proponents of an independent and sovereign Islamic system in Afghanistan, and Afghans have made and continue to make great sacrifices for this purpose over the past 40 years.
We want an Islamic, independent and inclusive Afghan government in accordance with the aspirations of all Afghans.
The Islamic Emirate neither allow anyone to use Afghan soil against anyone's security nor anyone be allowed to interfere in Afghanistan's affairs.
Afghanistan must have a strong central government free from any corruption, to have relations with the world based on positive attitude.
- Some circles are claiming that the Taliban is coordinating with the countries like Iran, Russia and China, against the United States and receiving support from them. What is your comment about these claims?
Muhammad Naeem: We have been fighting for our independence in Afghanistan for the last 20 years. The United States and more than 40 countries' troops invaded our country.
With the help of Allah Almighty and the cooperation of our mujahid people, our dear people are standing behind the Islamic Emirate and fighting for independence.
- What is your expectation on the outcome of the Intra Afghan talks?
Muhammad Naeem: Our hope is that as a result of these negotiations, an independent Islamic system will emerge in Afghanistan that is acceptable to all Afghans, fulfills the aspirations of all Afghans and paves the way for a lasting peace and prosperous Afghanistan.
- What will be Taliban's strategy if the Intra Afghan talks fail, or if the United States suspend the withdrawal process or if they won't completely withdraw from Afghanistan?
Muhammad Naeem: We have entered the negotiations with a positive view. At the negotiations, there can be rises and falls. But in the end, we hope that the negotiations will have good results. And we expect from all sides to work together and choose the dialog way to solve the problems, and do not create obstacles to the ongoing process.
- Suppose that all of these processes proceed positive for the Taliban. How the Taliban will install an Islamic system in Afghanistan? How can Taliban achieve this strategy? By joining the elections or by militarily, or by what means?
Muhammad Naeem: The ongoing negotiation process will only move forward positively if the occupation of Afghanistan is terminated under the agreement with the United States. And it will only move forward positively if a united, inclusive and independent Islamic system established by the Intra-Afghan negotiations.
The Intra-Afghan dialogue will bring with it all the approaches and explanations that meet the basic goal of establishing an Islamic government.

امیرالمؤمنین ملا محمد عمر مجاهد رحمه الله همدا موقف نیولی وو چې مونږ د خبرو اترو له لاري د مسایلو حل غواړو. البته چې څوک زور کاروي خبرې نه کوي نو مونږ به د خپلو خلکو او هیواد څخه له هرې مشروع لارې دفاع کوو

جواب: د قطر تړون پر اساس بین الافغاني مذاکرات پيل شوي دي، مونږ په دې وروستیو کې د مذاکراتو لپاره پر طرز العمل یوه توافق ته هم ورسیدلو چې دا ښه لاسته راوړنه په دې وه چې په لومړي ځل د نورو له مداخلې پرته مونږ د افغان جهتونو د ټیم سره یوه توافق ته ورسیدلو، امید لرو چې راتلونکي پړاوونه هم ښې نتیجې ولري
پوښتنه: په افغانستان کې د ۱۹۷۰ راهیسې جګړه روانه ده، ستاسو په نظر د جګړې د دوام وجه څه ده؟
جواب: که په یوه ټکې ستاسو پوښتنې ته جواب درکړو، نو وبه وایو چې په افغانستان کې د بهرنیو مداخلې تل د جګړې د دوام سبب ګرځېدلي دي. افغانان په ازادۍ مين خلک دي، ځکه خو یې تل د خپلواکئ لپاره بې دريغه قربانۍ ورکړې دي او خپله ازادي يې ګټلې ده
پوښتنه: که څه هم خبرې رواني دي، خو د کابل حکومتي چارواکي د طالبانو پر خلاف تهمت امیزه بیانونه ورکوي، پر هغه سربېره، د حکومت اړوند ډلې (لکه د اشرف غني او شاوخوا کړۍ یې، د جمعیت اسلامي ملاتړي، د عبدالرشید دوستم ملاتړي) متضاد بیانونه ورکوي.
ایا دغه حالت په قطر کې د خبرو په ګټه دی؟
جواب: طبعا داسي څېرې او جهتونه شته چې د افغان ولس د خپلواکئ او ازادئ خلاف دي، هغوی نه غواړي چې مذاکرات په سمه توګه پر مخ ولاړ شي
اسلامي امارت تل ټینګار کړی چې باید له مذاکرات څخه په مطبوعاتي ډګر کې تبلیغاتي استفادې و نه شي، ځکه په دې سره خلکو او نړئ ته تشویش ایجادېږي، او چا ته ګټه نه کوي
پوښتنه: په ځانګړي ډول په شمالي افغانستان کې جګړه ماران لکه دوستم، وايي چې د طالبانو پر خلاف به جګړه روانه وي که څه هم بهرنیان د افغانستان څخه ووځي. تاسو د دوستم د بیان په اړه څه وایاست؟ ایا ددې امکان شته چې د شمالې ټلوالي غوندي ګروپونه بیا را منځته شي او ملکي جګړه را منځته شي
جواب: دا ځينې خبرې او څېرې اصلا په يادولو نه ارزي، داسلامي امارت اولویت دا دی چې په افغانستان کې یو ټول شموله او ټولو اړخونو ته د منلو وړ اسلامي او خپلواک نظام د بین الافغاني مذاکراتو او خبرو اترو له لارې را منځته شي، زمونږ په نظر په اوس وخت کې باید دا د ټولو اړخونو اولویت وي او د همدې مقصد لپاره کار وکړي، داسلامي امارت پر ضد كه جګړو کار ورکولی دا شل کاله به يې کار ور کړی وای چې تقريبا د پنځوسو هيوادونو عسکرو ګډون پکې درلود ځينې يې اوس هم لګيا دي
پوښتنه: په قطر کې د مذاکراتو سربېره، په افغانستان کې جګړه روانه ده. او ملکیان یې قرباني کیږي. په ځانګړي ډول په دې وروستیو کې په مختلفو ولایاتو کې په لسګونو ملکیان د کابل حکومت په بریدونو کې ووژل شول. پر هغه سربېره، د کابل حکومت په مکرر ډول د اوربند غوښتنه را وړاندي کوي. تاسو ددغې غوښتنې او امکاني اوربند په اړه څه ویل غواړئ؟
جواب: يقينا د تیرو شلو کلونو په موده کې په لسګونو زره ملکیان د بهرنيو او کابل ادارې په بمبارونو، چاپو، ډرون بريدونو، او په مخامخ ډول جګړو کې په شهادت رسيدلي دي
لا هم تر ټولو زیاته برخه د ملکي تلفاتو د همدې ځواکونو له لوري را منځته کیږي او بهرنیان یې په دغه کار کې ملاتړ هم کوي
د مخالف لوري له خوا ملکي تلفات اړول یو د هغو سترو لاملونه څخه دی چې د افغانستان ولس یې د اشغال او کابل ادارې پر وړاندي پاڅون او مقاومت ته هڅولی دی، او افغان ولس یې خپلې دفاع ته مجبور کړی دی
بايد ووايو چې جګړه له ځانه سره ستونزې لري، خو د ملكي تلفاتو مسؤليت د هغه چا په غاړه دی چې زموږ هېواد يې اشغال کړی او هغوی چې تر څنګ يې ولاړ دي
د کابل اداره د اوربند د موضوع څخه تبلیغاتي استفاده کوي، هغوی ددې لپاره چې د اشغال او د اشغال تر سیوري لاندي دخپلې بې کفايتئ او بې واکئ څخه توجه بل لور ته واړوي
د اوربند موضوع د بین الافغاني مذاکراتو د اجنډا یوه موضوع ده لکه څرنګه چې د امریکا سره په تړون کې راغلي
پوښتنه: په دې وروستیو کې د افغانستان په مختلفو برخو کې د ملکیانو پر وړاندي بریدونه شوي. دغه بریدونه څوک کوي او طالبانو د دغو حقیقتونو په اړه څه نظر لري؟
جواب: د ملکیانو پر خلاف بریدونه او هغوی ته تلفات اړول یو د تاسف وړ خبره ده
که تاسو پام کړی وي په دې وروستیو کې چې د ارګ لخوا د کابل امنیتي چاري د وزارت داخله څخه واخیستل شوې، په ځانګړي ډول په کابل کې استخباراتي بریدونه زیات شول، لکه پر کابل پوهنتون برید، پر کوثر کورس باندي برید، دوه ځله د کابل لمنځه توغندیز بریدونه، د ژورنالیستانو او مدني فعالانو وژنې او ګواښل.. دا ټول جوتوي چې په افغانستان کې د قدرت د بقا لپاره پر کابل واکمن جهت د هیڅ شي څخه مخ نه اړوي
اسلامي امارت د ملکی خلکو وژنه په کلکو ټکو غندي، او تل يې هڅه دا ده چې د خپل ولس ژوند، عزت او مال خوندي وساتي
پوښتنه: ستاسو د وینا سره سم، طالبان د افغانستان ډیرې سیمې تر خپل واک لاندي لري، که طالبان د سولې د خبرو وروسته په واک کې راځي، د طالبانو د حکومت طریقه به څرنګه وي؟ ستاسو محلي، سیمه ییز او نړیواله پالیسي به څه وي؟
جواب: مونږ په افغانستان کې تر ټولو مخکې د خپلواکې او يو خپلواک اسلامي نظام غوښتونکي یو او د همدې هدف لپاره افغانانو د تیرو څلویښتو کلونو راهیسې سترې قربانۍ ورکړي دي او لا یې هم ورکوي
موږ غواړو په افغانستان کې د ټولو افغانانو د ارمان سره سم یو اسلامي، خپلواک او افغان شموله حکومت را منځته شي
اسلامي امارت چاته اجازه نه ور کوي چې د افغانستان خاوره د چا د امنيت په خلاف استعمال کړي
او نه هم چا ته اجازه ورکوي چې د افغانستان په چارو کې مداخله وکړي، افغانستان بايد یو قوي مرکزي له هر ډول فساد څخه خالي حکومت ولري
چې له نړئ سره د متبادل تعامل او مثبتو اړيکو پر بنا اړیکې ولري
پوښتنه: ځیني کړۍ ادعا لري چې طالبان د ځینو هیوادونو سره په مشترکه توګه د امریکا پر خلاف کار کوي، لکه ایران، روسیه او چین. او د هغوی څخه ملاتړ تر لاسه کوي. ستاسو تبصره پر دغو ادعاګانو باندې څه ده؟
جواب: مونږ په افغانستان کې د تیرو شلو کلونو راهیسې د خپلې ازادۍ لپاره په دفاعي جګړه بوخت یو، امریکا او ورسره تر څلویښتو د زیاتو هیوادونو عسکر زمونږ هېواد ته راغلي
له موږ سره د الله تعالی نصرت او خپل مجاهد ولس همکاري ده، زموږ ګران ولس عملا د خپلواکئ لپاره د اسلامي امارت تر شا ولاړ دی او جهاد کوي
پوښتنه: څه تمه ده چې د بین الافغاني مذاکراتو نتیجه به څه وي؟
جواب: زمونږ تمه دا ده چې ددغو مذاکراتو په نتیجه کې په افغانستان کې یو خپلواک اسلامي نظام را منځته شي چې د ټولو افغانان په خوښه وي، د ټولو افغانانو ارمان ور پوره کړي او یوه دایمي سوله او پرمختللي افغانستان ته لاره هواره کړي
پوښتنه: د طالبانو ستراتیژي به څه وي که چیري بین الافغاني مذاکرات ناکام شي، یا امریکا د افغانستان څخه د وتلو ژمنې څخه پر شا شي او یا هم د افغانستان څخه په بشپړه توګه خپل ځواکونه ونه باسي؟
جواب: موږ له مثبت فکر سره مذاکراتو ته داخل شوي يو، په مذاکراتو کې به لوړې او ژورې راځي، خو په پای کې هيله من يو چې مذاکرات به ښې نتيجې ولري، او له ټولو څخه مو توقع دا ده چې د ستونزو هواري لپاره د خبرو اترو لاره غوره کړي، او د روانې پروسې په وړاندې خنډونه جوړ نه شي.
پوښتنه: فرض کړه، طالبانو لپاره هر څه په مثبته توګه پر مخ ولاړه. طالبان به په افغانستان کې اسلامي نظام څرنګه نافذوي؟ دغه ستراتیژي به طالبان څرنګه تر لاسه کوي؟ په انتخاباتو او که په نظامي ډول او یا بله کومه لاره؟
جواب: د خبرو اترو روانه پروسه به هغه وخت په مثبته توګه مخ ته ولاړه سي چې د امریکا سره د تړون پر اساس د افغانستان اشغال ختم شي او د همدې تړون پر اساس پيل شوي بین الافغاني مذاکرات په بریا سره پایته ورسېږي او یو ټول شموله ، متحد او خپلواک اسلامي نظام را منځته شي.
بین الافغاني مذاکرات به له ځانه سره هغه ټولې تګلاري او وضاحتونه را منځته کړي چې له مخې یې اساسي موخه چې اسلامې نظام را منځته کول دي، پوره شي.
